Ibis Piercer is a 4-star event bow from version 3.7 of Genshin Impact that is quite restrictive (as seems to be quite common with weapons in this game), so few characters will be able to make good use of it, and even in those cases, they usually have better options (including F2P options).
This is mainly because its passive provides Elemental Mastery, but only after hitting an enemy with a Charged Attack, and characters that meet both requirements in their kit are not very abundant. However, it works well for Tighnari, as we have already discussed, but there are better F2P options available.
